In 2017, ECOWAS issued a roaming regulations within the community's public mobile communication networks to standardize roaming activity.  In line with ECOWAS regulations,many African countries have tried to implement free roaming.

In April,2024, Ghana and Benin agreed to implement free roaming to reduce communication costs for travelers between the two nations.
